Rule Introduction:
Now I would like to introduce the rules for this contest. No.1, contest will be divided into two parts, group of English major, and group of other majors. No.2, each group will be given 8 minutes, including 1 minute for stating the two debaters’ own opinion, 4 minutes for free debate，and 1 minute for their the last sum-up. No.3, at the end of the contest, we will choose five contestants including 2 English major contestants and 3 from other majors.
Up to now, I think all of you have known the rules very well. And then each group will begin your debate according the order and the topic you have got.

1、 時間提示:自由辯論階段，每方使用時間剩餘30秒時，計時員以一次短促的鈴聲提醒;用時滿時，以鐘聲終止發言。攻辯小結階段，每方使用時間剩餘10秒時，計時員以一次短促的鈴聲提醒，用時滿時，以鐘聲終止發言。其它階段，每方隊員在用時尚剩30秒時，計時員以一次短促的鈴聲提醒，用時滿時，以鐘聲終止發言。終止鐘聲響時，發言辯手必須停止發言，否則作違規處理。
2、 陳詞:提倡即興陳詞，引經據典恰當
3、 開篇立論:立論要求邏輯清晰，言簡意賅。
4、 攻辯:
(1)攻辯由正方二辯開始，正反方交替進行。
(2)正反方二、三辯參加攻辯。正反方一辯作攻辯小結。正反方二、三辯各有且必須有一次作爲攻方:辯方由攻方任意指定，不受次數限制。攻辯雙方必須單獨完成本輪攻辯，不得中途更替。
(3)攻辯雙方必須正面回答對方問題，提問和回答都要簡潔明確。重複提問和迴避問題均要被扣分。每一輪攻辯，攻辯角色不得互換，辯方不得反問，攻方也不得回答問題。
(4)正反方選手站立完成第一輪攻辯階段，攻辯雙方任意一方落座視爲完成本方攻辯，對方選手在限時內任意發揮(陳詞或繼續發問)。
(5)每一輪攻辯階段爲1分45秒，攻方每次提問不得超過10秒，每輪必須提出三個以上的問題。辯方每次回答不得超過20秒。用時滿時，以鐘聲終止發言，若攻辯雙方尚未完成提問或回答，不作扣分處理。
(6)四輪攻辯階段完畢，先由正方一辯再由反方一辯爲本隊作攻辯小結，限時1分30秒。正反雙方的攻辯小結要針對攻辯階段的態勢及涉及內容，嚴禁脫離比賽實際狀況的`背稿。
5、 自由辯論:這一階段，正反方辯手自動輪流發言。發言辯手落座爲發言結束既爲另一方發言開始的計時標誌，另一辯手必須緊接着發言;若有間隙，累積時照常進行。同一方辯手的發言次序不限。如果一方時間已經用完，另一方可以繼續發言，也可向主席示意放棄發言。自由辯論提倡積極交鋒，對重要問題迴避交鋒兩次以上的一方扣分，對於對方已經明確回答的問題仍然糾纏不放的，適當扣分。
6、 觀衆提問:正反方各回答兩個觀衆提出的問題，雙方除四辯外任意辯手作答，一個問題的回答時間爲1分鐘，如一位辯手的回答用時未滿，其他辯手可以補充(問題須經過半數以上評委審覈，辯手方可作答)。
7、 結辯、辯論雙方應針對辯論會整體態勢進行總結陳詞;脫離實際，背誦事先準備的稿件，適當扣分。
8、根據所有辯手的表現，評選出最佳辯手。最佳辯手要求有:自信大聲，有感情，能言善辯。
